Constitution of the Japan Academy for Asian Market Economies

Article 1 The Society shall be called the Japan Academy for Asian Market Economies (JAFAME).

Article 2 The purpose of the society is to contribute to the development of the Asian economy and the world economy and the academic progress of the Asian market by conducting historical, theoretical, and empirical research on the Asian market and collaborating with related academic societies and institutions.

Article 3 The association shall conduct the following activities to achieve the purpose of the preceding

  1. Hold national research conferences and subcommittee study groups;
  2. Publish annual journal, etc;
  3. Engage in international communication with researchers and research organizations in overseas countries;
  4. Conduct other activities to achieve the objectives of the association.

Article 4 The association shall have a headquarters secretariat.

Article 5 The association shall establish the following subcommittees to smoothly conduct its business:

  1. Eastern section
  2. Western section

Article 6 The members of the society shall be as follows.

  1. Regular member: A regular member shall be a scholarly and empirical researcher on the matters listed in article 2. Matters concerning the qualifications of regular members shall be stipulated separately. Regular members shall belong to any subcommittee upon their registration.
  2. Graduate student membership: Matters concerning the qualifications of graduate student members shall be stipulated separately.
  3. Overseas membership: Matters concerning the qualifications of overseas members shall be stipulated separately.
  4. Honorary members: The society may have honorary members. Matters concerning honorary members shall be stipulated separately.
  5. Advisors: The society may have advisors. Matters concerning the election of advisors shall be stipulated separately.
  6. Supporting members: Persons who support the projects of articles 2 and 3 shall be deemed to be supporting members and shall be individual supporting members and corporate supporting members.
  7. Senior membership: Matters concerning the qualifications of senior members shall be stipulated separately.

Article 7 For the maintenance and operation of the association, members shall pay annual membership fees as follows in April of each year. The membership fee for the first year of membership shall be determined by the board of directors.

  1. Regular members and advisors: 10,000 yen
  2. Graduate student membership: 5,000 yen
  3. Senior members: 5,000 yen
  4. Oversight of members' decisions will be conducted on an individual basis by the board of directors.
  5. Individual supporting members: 15,000 yen or more per unit.
  6. Corporate supporting members: 25,000 yen or more per unit.

Article 8 The procedures for joining the society shall be as follows.

  1. To enable someone to become a regular member, the association shall fill in the items on the membership application form prescribed by the association, apply to the headquarters secretariat with the recommendation of two regular members, and obtain approval from the board of directors.
  2. To enable someone to become a graduate student member, the association shall fill in the items on the membership application form prescribed by the association, apply to the headquarters office with the recommendation of two regular members, and obtain approval from the board of directors.
  3. Membership as an overseas member shall be completed by filling in the items on the membership application form prescribed by the association, applying to the headquarters secretariat with the recommendation of two regular members, and obtaining approval from the board of directors.
  4. Decisions on overseas members will be made on an individual basis by the board of directors.
  5. Membership as a supporting member is upon the recommendation of the member and approval of the board of directors.

Article 9 A person who wishes to withdraw from the association shall apply in writing to the headquarters secretariat and obtain the approval of the board of directors.

  1. Failure to pay the annual membership fee for more than three years shall be deemed to be withdrawal from membership.

Article 10 Membership shall be automatically restored when a person who has withdrawn from membership pursuant to paragraph 2 of the preceding article wishes to be reinstated and pays the unpaid membership fee.

Article 11 The association shall have the following officers.

  1. One (1) president shall represent the association and supervise the affairs of the association.
  2. Two vice-presidents (“the vice-presidents”) shall assist the President and perform the duties of the President in the event of an accident.
  3. No more than 23 persons (including the President and vice-presidents), two of whom shall be appointed directors by the board of directors. Directors shall administer and execute the affairs of the association. Matters concerning the allocation of directors and the method of election shall be stipulated separately.
  4. Accounting auditors: Two accounting auditors audit the accounting.

Article 12 The board of directors shall be composed of directors and convened by the President. Advisors, accounting auditors, and secretaries may attend meetings of the board of directors and express their opinions at the request of the board of directors. However, advisors, auditors, and secretaries do not have voting rights.

Article 13 Election of officers shall be made in the following manner.

  1. Directors and accounting auditors, with the exception of appointed directors, shall be elected in by-elections by regular members and advisors present on the day of the general meeting of members and shall be approved by the general meeting of members. The ratio of eastern re-elected directors to western re-elected directors shall be determined by the board of directors based on the ratio of eastern members to western members as of March 31, immediately before the election is held.
  2. Appointed directors shall be appointed by the board of directors as necessary for the execution of the affairs of the association.
  3. The President and vice-presidents shall be determined by mutual election of the directors.

Article 14 The term of office of the officers referred to in the preceding article shall be as follows.

  1. The term of office of the directors shall be four years, and half of them shall be replaced every two years. However, the member shall not be appointed as an officer for two years after the expiration of the term of office.
  2. The term of office of the President and vice-presidents shall be two years. However, reappointment shall not be prevented.
  3. The term of office of the appointed directors shall be one year. However, in the case of reappointment, approval shall be obtained from the board of directors.
  4. The term of office of the accounting auditor shall be two years. However, the member shall not be appointed as an officer for two years after the expiration of the term of office. If, however, this appointment is approved separately by the board of directors, the member shall not be prevented from becoming an officer.

Article 15 The secretaries shall be recommended by the board of directors from among the regular members and appointed by the President. The secretary assists in the affairs of the association.

Article 16 The society shall establish an academic society award. Matters concerning the internal rules of the society awards shall be stipulated separately.

Article 17 The following committees shall be established to promote the activities of the association. Each committee and its duties shall be as follows:

1) General affairs committee: In connection with the operation of the association, the association shall cooperate closely with the President, vice-presidents, steering committee, headquarters secretariat, and east and west subcommittee secretariats, and shall prepare a newsletter and a list of members.
2) Research committee: The mission is to promote mutual research among members in accordance with the purpose of the society. Accordingly, we will smoothly promote the national research conference, the east and west subcommittees, the joint working group research report meetings, and other related matters.
3) Annual journal committee: The annual journalcommittee conducts peer review and editing of manuscripts scheduled for publication in the annual report and publishes them in cooperation with publishers.
4) International committee: Scholars, researchers, and research institutes, mainly foreign academic societies that conduct research on Asian economies and cultures, shall collaborate with scholars, researchers, and research institutes and organize joint study groups and symposiums.
5) Other committees to be established on a temporary basis as necessary.

  1. Among the committees referred to in the preceding paragraph, matters concerning peer review conducted by the annual report committee shall be stipulated separately.
  2. In principle, the members of each committee shall be appointed by the chairpersonfrom among the directors, secretaries, and advisors after deliberation by the steering committee and the board of directors. The chairperson of each committee is the director, and the chairman is appointed. The chairperson shall report on the status of the activities of the committee at meetings of the board of directors and the general assembly of members.
  3. As for the councilors of The Union Of National Economic Association In Japan (two members, for a three-year term), an election committee shall be established, and the councilors shall be elected, but in principle, the chairman and persons recommended by the election committee shall be the councilors.

Article 18 The steering committee shall be composed of the chairperson, vice-president under article 17 of the constitution and shall be responsible for communication among the committees, formulating agenda items for consideration and other matters at the board of directors, and facilitating the operation of the association.

Article 19 The society shall hold a annual research conference once a year.

  1. Necessary matters concerning the holding and operation of the annualresearch conference shall be stipulated separately.

Article 20 In principle, each subcommittee shall convene various study groups, etc., individually or jointly under the supervision of the research committee from time to time.

Article 21 The general meeting of members is the highest decision-making body of the association. The general assembly of members shall be composed of all members.

  1. The President shall preside over the general assembly of members.
  2. The general assembly of members shall be held annually at the time of the national research conference.
  3. When the President deems it necessary, he may convene an extraordinary general meeting after a resolution of the board of directors.
  4. When there is a request for more than one-third of the total number of members, the President shall convene an extraordinary general meeting.

Article 22 The resolutions of the meetings stipulated in this constitution shall be decided by the approval or rejection of a majority of the attending voting rights holders.

  1. In the event of a tie, the chairperson shall decide.
  2. Honorary members and supporting members shall not have voting rights at the general assembly of members.

Article 23 The fiscal year of the association shall begin on April 1 of each year and end on March 31 of the following year.

Article 24 Changes to the constitution require the approval of at least two-thirds of the voting rights holders attending the general meeting of members.

Article 25 A mandatory retirement age system shall be established for officers (directors and accounting auditors). This matter shall be stipulated separately.

Article 26 Matters concerning condolences shall be stipulated separately. (Supplementary provisions)

  1. This constitution shall apply from November 22, 1997, and this date shall be the date of establishment of the association.
  2. For the time being, the western part of Toyama, Nagano, and Shizuoka prefectures will be the west, and the area east of that will be the east.
  3. For the time being, the annual membership fee for graduate student members shall be 5,000 yen.
  4. On November 13, 1999, the constitution was amended in part. Effective October 1.
  5. On July 1, 2000, part 1 of the constitution was amended.
  6. On June 30, 2001, the first part of the constitution was revised.
  7. On July 23, 2005, part 1 of the constitution was amended. It will come into effect on July 25.
  8. On June 27, 2008, article 6-1 of the constitution was revised. It will come into effect on June 29.
  9. On June 27, 2008, the society award regulations were newly established in article 16 of the constitution. It will come into effect on June 29.
  10. On July 1, 2011, part 1 of the constitution was amended. It will come into effect on July 2.
  11. On June 30, 2012, part 1 of the constitution was amended. It will come into effect on July 1.
  12. On June 29, 2013, the first part of article 7 of the constitution was revised. It will come into effect on June 30.
  13. On June 28, 2014, parts 12, 17, and 18 of the constitution were amended. They will come into effect on June 29.
  14. On June 25, 2016, article 7, article 13, paragraph 1, and article 14-1 of the constitution were revised. They will come into effect on June 26.
  15. On July 3, 2021, article 6, paragraphs 2 and 7, article 7, paragraphs 2 and 6, and article 8, paragraphs 2 and 5 of the constitution were amended. They will come into effect on July 4.
